CTPS Progressive Proficiency Protocol (P3)
The continuing proficiency standard for CTPS Instructors.
Proficiency Is Not Permanent
CTPS does not consider proficiency permanent.
Knowledge that is learned but not continually engaged with can diminish over time. Knowledge that is revisited, challenged, applied, and expanded develops into greater proficiency and, ultimately, expertise.
For this reason, CTPS uses the Progressive Proficiency Protocol (P3).
P3 is the continuing proficiency standard for CTPS Instructors.
Foundational CTPS Instruction
Participation in P3 begins with foundational CTPS instruction. All training materials are provided upfront; access is not released in six-month training phases.
This instruction is provided at no cost and establishes the knowledge necessary to begin participating in the Progressive Proficiency Protocol.
Once the foundational requirements have been satisfactorily demonstrated, the individual receives Current P3 Validation and enters the continuing P3 cycle.
P3 does not end at that point.
It begins.
Continuing Demonstration and Development
P3 advances through recurring Proficiency Events.
A Proficiency Event is a structured opportunity to demonstrate and further develop proficiency with CTPS.
Events may include questions, written responses, scenarios, interpretation, analysis, procedural exercises, problem-solving, application of CTPS principles, or other activities designed to develop or demonstrate proficiency.
There is no required format for a Proficiency Event.
CTPS determines the content, structure, complexity, and methodology appropriate to each event.
This allows P3 to develop with both the individual and the CTPS system itself.
Progressive by Design
P3 is progressive by design.
Proficiency Events may become more sophisticated as an individual's participation continues. Foundational knowledge may develop into interpretation. Interpretation may develop into application. Application may develop into analysis and increasingly advanced understanding.
Accordingly, P3 is not designed simply to determine whether an individual remembers previously learned information.
It is designed to continually advance what the individual understands and can apply.
Remaining Current
P3 proficiency reviews and star awards follow six-month intervals of operation.
Each applicable Proficiency Event must be satisfactorily addressed during its designated period to maintain Current P3 Validation.
Completing an event does not create permanent validation. It establishes that the individual is current through that point in the protocol.
Stars require successful completion of the applicable Proficiency Event and the minimum operating time: one star after 6 months, two after 12, three after 18, four after 24, and five after 30 months. No participant receives five stars with less than two and a half years of operation. Completing an event early does not accelerate a star award.
Current P3 Validation
P3 Validation represents current participation in the CTPS Progressive Proficiency Protocol.
An individual with Current P3 Validation has satisfactorily addressed all P3 requirements applicable through the current cycle.
Validation is based upon demonstrated participation in Proficiency Events—not simply logging into an account, possessing CTPS materials, or having previously demonstrated knowledge.
P3 Validation may be displayed within CTPS systems and on applicable public CTPS profiles as an indication that the individual is current with the protocol.
When Validation Is No Longer Current
If a required Proficiency Event is not satisfactorily addressed within its designated period, P3 Validation becomes Lapsed.
A lapse does not erase prior participation or previously demonstrated proficiency.
It means only that the individual is no longer current with P3.
While validation is Lapsed, any designation representing Current P3 Validation may be removed from the individual's CTPS profile or other applicable CTPS systems.
Restoring Current P3 Validation
Missed Proficiency Events do not disappear.
Each outstanding event remains part of the individual's P3 progression until it has been satisfactorily addressed.
If one event is missed, that event must be addressed. If several events are missed, the applicable outstanding events must be addressed.
Once all outstanding P3 requirements are satisfied, Current P3 Validation is restored immediately.
There is no penalty period and no requirement to restart P3.
The individual simply returns to Current status and continues with the next applicable Proficiency Event.
Continuing Proficiency
P3 has no graduation date and no final event.
CTPS does not rely upon what an individual learned years ago, months ago, or even at the beginning of participation as the sole basis for representing current proficiency.
The standard is continuing.
Learn the material. Demonstrate proficiency. Continue developing. Remain current.
That is P3.
